Would you keep making yourself available for a guy that keeps canceling?

It’s been about a month since we last saw each other. We saw each other only 2 times this year. Every time we are supposed to meet he has something that comes up. Now that it’s summer it’s camping or hanging out with his friends. I hang out with my friends too but not as much as him. We have been inconsistently meeting each other for almost a year now and I told him how uneasy I feel about us a month ago. I have tried to arrange time to date on weekends because he said those would work best and he always changes it. This time I let him pick a day, anything, and it’s been almost a week and no text from him. Just his fb posts he makes, I have not tried to text him besides sending him a funny video and we made small talk. Why does he say he really likes me but rarely sees me?

(I’m 24 and he is 31. Both working part time and in school child free. We met in a nursing home him a cook and me a dining assistant and got together after he quit. A few ppl there know about us but we aren’t official.)
