Idk, it honestly just depends what has happened in y’alls life. If y’all have had a lot of obstacles, or been married before etc. Some people just want to be 100% sure before marriage and then others just don’t wanna get married because they don’t wanna commit.

Have you tried to start planning a wedding? I was together with my man for 3 years, engaged for 3 years and would have been a longer engagement but we just went to the courthouse on the 2nd and tied the knot since we have a unexpected pregnancy and no funds for a official wedding now.

Have you tried to plan the wedding? Have you had a discussion with him about it? What are the reasons why the wedding hasn't happened yet? 
I think we would need a lot more information to even come close to forming an opinion. 
So with the lack of information, I have to say that we have no reason to assume he won't ever marry you.
