boyfriend sucks at comforting me!

so whenever I tell my boyfriend something that upsets me, all he has to say is, "I'm sorry. I love you." and that's nice and all, but that's not helpful. It's just when he's upset, I always give the freaking works, ya know? And I was like well maybe he just sucks at this, I'll stop looking to him for help on this. Nope. He gets mad when I don't tell him what's bothering me? it's just like what's the point if you're gonna say the same thing every time? I don't know if I'm overreacting or what, but I'm thinking I should just talk to him about it but I don't want to hurt his feelings or anything.
