4 almost 5 year old having white discharge?

my daughter has been tugging on her pants where her crotch is and keeps saying it’s “wet” she’s always wanting to change her pants because she hates the feeling of wetness, I assumed it was because she perhaps didn’t wipe well enough and it’s urine.

Today I saw white streaks in her underwear, I’m assuming it’s discharge ?

Is it normal for her to be having discharge this early in her life??
