Should I be concerned

For the past few weeks my baby has moved a lot and my stomach would get hard as rock. But just yesterday I noticed baby didn't move as much I mean he still kicks and moves but not as much. My stomach don't get as hard and for the past few days I've noticed my getting "wet". I just figure it's discharge for the fact before pregnancy I'd get "wet" as I am now. But idk why I feel like I could be leaking. I haven't had any gushes but just a worry of mine also because the baby isn't moving as much. Also I can't just go to my doctor. We has to come to texas for family reasons. And was told I couldn't use my Medicaid here or pay cash for a visit because Medicaid will consider it fraud. So really the only choice is going to the hospital. Is it normal for the baby to move less? I'm 35 weeks and 4 days
