Opinions on smokers at work places

Do you think it's acceptable for workers to smoke openly outside there work buildings?

For example. I visited my care home today where I worked for 5 years. I saw some new staff smoking right by the entrance to the care home. I didn't agree with this, there is a smoking shelter in the home that's designed for smoking...

It's not a good look if you are visiting family/friends etc and seeing staff right outside the building smoking away.

What's your opinion??
