Her police force seems well funded.  Honestly, they have some military grade equipment, but I guess they save on things like salaries and pensions since they employ mostly dogs. 
However, I do have some concerns.  She might not be following child labor laws as Ryder seems to be under 14 and manages all emergency services for the town. Also, the fact that she allows dogs to drive vehicles and pilot aircraft can't be legal. That said, considering the level of incapability of most people in the town, I'm not sure I'd vote for anyone else.
