Phone in hand

So, back in April, I got pulled over due to having my phone in my hand using my GPS. The remote hearing was scheduled in June but then they said the judge put it off until November. In November, I still didn't get a call for my remote hearing. Today I called and the Clerk's office said I was found guilty and I have 2 options. One was to appeal the case and the other I cant remember. But I don't understand? Why, guilty? They didn't Call me like scheduled. I also was not aware that I could use my phone and the GPS while in my hand. I knew texting I couldn't.

Could I go to jail for this or will they just charge me?
