Still HCG

I had D&c early October. Last week I went for blood work and hcg was 4. Today bloodwork said hcg is 3.5. Did this happen to anyone? Dr said it’s normal and I could try to conceive this month. I am going back in 2 weeks to be sure it’s going down.
