It looks like your little one has been licking their lips/mouth a lot.  My kids do this, too!

It just looks like super chapped lips. My stepbrother in the 90s would get such dry lips that he would lick and chew all the way around his mouth. That's what his face looked like.

Looks like chapped skin. Coconut oil and baby aquaphor should clear this up.
