Engaged for almost 5 years, together for 8 and a half.

I know everyone is different, but feel like this isn’t normal. We’re in our mid-30’s and mid-40’s. I feel like my fiancé makes excuses to push back marrying me. It always seems like it’s always something..even things that are out of our control. I don’t want to feel selfish but every time I feel like we’re gonna set a date, something happens and then we’re back to square one. I think it’s wrong of him to do. Money isn’t an issue, and we haven’t even talked about a big wedding, but something small and intimate with no wedding party and maybe only 15 guests..I’m just getting hurt and frustrated…😕
