Guy Advice

So I like this guy but I'm really scared to talk to him, I feel like that he thinks that I'm really weird because every time I'm around him I act weird( because my heart starts racing and I get my words all jumbled up and I start to stutter a lot) and I don't know what to do. Friends say I should just tell him that I like him just to get it out of my system, others say I should wait and see if makes a move on me, and I have even had friends tell me that I should just forget him and move on, what should I do?
