Not wrong at all! You should always be discussing ur wants and desires and needs in a relationship. Why not propose to him? Legal Marriage may not be on his mind since u guys already have a family.  He may just believe what is the point and there are some guys who believe that legal marriage is a trap and staying away from that is better even though they are already living the life...keep flushing it out with ur partner and see what his beliefs are about legal marriage. He may be honest and he may not be. But would anything change if u guys had a legal marriage with a ceremony?  If you want the marriage for other reasons like status or the ceremony then be up front with him about that too ..tell him exactly why u want to make ur relationship legal because the only thing about what u guys have now vs a legal marriage is the marriage certificate and the potential tax benefits
