Implanon/nexplanon question

First of all I'm on plan first thru medicaid. I had the implanon, i got it removed 4 months before the 3yrs was up. I had a baby. I was going to get it again, which is actually nexplanon now. But my Doctor said that because i had it removed medicaid won't cover me to get one again. I have searched everywhere and can't find anything about that. Does anyone know if this is true?
