High levels can mean you ovulated more than one egg. Now if those both fertilized, than maybe. Have you gotten your first beta (hcg blood test) yet? High hcg levels can be a sign too. Of course, you won't know for sure until your ultrasound. Good luck! I'm 4 weeks 3 days after IVF so we're really close! 

High progesterone doesn't mean twins it means your body is doing a good job at keeping the pregnancy and that it is viable! Good luck
