Those are called petechiae, pronounce pateekee.  I used to have low platelets and, would get those.  It happens when the little capillaries that bring blood to your skin leak. So in my case, they would leak from low platelets, but you can also get the from a pressure like the blood pressure cuff? That can usually cause them.  If your wondering if this is platelet related you can look at the roof of your mouth, of you have them there it's a sign that its platelet related or if they are on a big spread of your body.  If you just have them in one defined spot, you probably rested something on your leg, or banged it on something.  But if your whole lower leg or your whole arm for example has them, then you should call your doctor.

Nothing is wrong. This happens every time I scratch too hard. You could've done it in your sleep. Especially since you said it was in your stretch mark, stretch marks itch when they're growing.
