small bumps near groin?

so i've had these small white/clear bumps near my bikini line or inside of my thighs for a little while. they don't itch, burn, or hurt, but they are really annoying. when i try to pop one it fills up with blood and doesn't pop, and hurts really bad. they look kind of like white moles to me? can anyone help? i've tried web md and google a ton of times.
