Shaving?

I kinda need advice. I shaved all of the hair off my you know what and its growing back and it is really itchy and uncomfortable. Should I keep shaving it every time it grows or should I just let it grow out to where it is not uncomfortable anymore? I'm worried if I keep shaving it will become coarse and I will get "bikini bumps". Please comment.
