Help/advice needed!!

I had a scan on Tuesday I thought I was 6 weeks, they saw 2 empty sacks, I was told I was less than 5 weeks, my hcg levels were 18000. I go back in 2 weeks to find out if they are growing or if it's a failed pregnancy! I just need to know what's happening, has this ever happened to anyone else?
