Blocking??

So this new blocking device how exactly does it work?  If I block someone, then does that mean they can't see my posts or comments plus vise versa?  I think some people enjoy starting drama on here because they have nothing better to do.  I just want to make sure I am doing this correctly!!  Because if I'm not I'm sure this person will comment yet again!  Thanks in advance, I just want to point it out I enjoy giving advice and receiving advice on this glow app.  But when someone purposely goes out of there way to be mean then that's just uncalled for.
