Only 4 weeks cramps

So I'm only 4 weeks buy iv been mildly crampy since I got a positive opk and now I'm preggers n I still have the same cramps.. nothing I need Tylenol for just noticeable and shifts from middle cramps to left side cramps also cm has Been clear/white and heavy for a week (need panty liner) I also found out my hcg is low. Is this a bad sign? It's like a dull burny achy feeling
