Young couple question

So my girlfriend is still a virgin and talks sexually constantly toward me. She tells me about all the many things she wants to do to me. Before I go any further, I would like to clarify that I'm not the type of guy to pressure any girl into anything, especially something to this nature. But when things begin to get heated and real she freaks out and borderline has a panic attack. I will wait as long as I need to but she then complains about how I don't do anything and "the door is wide open". But once I try anything she gets uncomfortable. Idk how I can fix the problem, what should I do? Take in mind that I love her very much.
