Neglected boy shut in room with heater on dies of hyperthermia

This. This makes me so sad and so furious.

And to think after letting one child essentially cook to death, she is pregnant with another! I honestly do not know what the solution is: Better education, better rehab centers, more access to health care, more involvement by CPS....but whatever it is, I do know that we have, as a society, failed that poor little boy. 

What do you think should be done in situations like this? Before and after? And especially now, with the baby she is carrying?
