Police and civilians

Saw this photo on fb so take the stats with a grain of salt, but I thought the implications were pretty interesting. Coupled with the fact that the mayor of Chicago announced an overhaul of police training with a focus on "deescalation" and equipping more cops with Tasers. So is the implication that police aren't being trained enough in non use of deadly force? What do you all think accounts for the increase in police-related deaths?
