Frustrating

So me and my husband are getting our new place ready for us to move in. It needed a bit of work. Ever since we started our project my in laws have been running off all these things that they'll buy or do for the house. When it comes to doing it they dont. I don't expect them to do anything at all I just wish they'd stop with the empty promises. They've said they'll buy our floors and our paint. They've offered to buy new cabinets even though I've said I'll just paint the ones already in the house. They keep saying they'll just get new ones. They've said they'll buy new toilets and bathroom cabinets. So many things they've said they're going to do. It's kind of messing with our plans because my husband believes everything they're saying. I've tried to talk to him about it, especially about the floors, because we need to start buying them now so it's not a big hit all at once. He keeps saying they'll do it but we've been ready for paint for some time and they haven't done that yet. We've been buying the paint. I just want to finish our house so we can move out of my mom's house but we can't finish until either my husband realizes we have to buy what we need or his parents actually stick to their word. We've been working on this house for 4 months and they haven't done a thing they said they would I say we move on from their promises and just get done. I need advise. How can I get him to see his parents are all talk
