Child leashes

What do you guys think when you see  a mother who has their child on a leash. In my opinion I feel that it's perfectly fine as long as they aren't dragging them along the ground. I feel like if your child is hyperactive or just likes to run away it would probably be a good idea, it's better then having them run onto the road and get hit by a car. Anyway, your opinions?
