Period without ovulation on Clomid?

I am on my first round of Clomid. I have not had a period on my own in a year and have to take provera to start one. On CD 21 I had 8.72 progesterone level and the nurse said it was unlikely I ovulated. (Although I think I may have ovulated Cd 20 and had positive OPKs). It's now CD 27 and 28 I have been having pink and brown spotting with cramps. Would my period come if I didn't ovulate? Could this be implantation bleeding? If so, when do I wait to test?
