Opinions please

So my cousin and I are 3 months apart and when we were little we promised each other we'd be each other's first baby's godmother. I am her sons godmother but she didn't baptize him until he was 9 years old bc she had to since she was putting him in catholic school. We'll we haven't spoken at at for the past 5 months. She has two kids and right now doesn't have either one of them. Both dads have custody of kids. Her life is a mess and I just don't think she would be a good choice for my baby's godmother. She going around telling people I'm carrying her godchild. Do you guys think I'm wrong to not make her godmother? I would rather make my sister in law bc she is actually in my life and I see her all the time. She will be babysitting my baby every day when I go back to work. Honest opinions please. I do know my cousin will be heartbroken and I honestly do feel bad.
