Dilation???

Since 27 weeks I was funneling at 1.8cm and put on bedrest. Now 33 weeks I'm funneled at 1.2cm and 2cm dilated but cervix is closed although soft. Many contractions that pills and shots are having a hard time stopping. I've had a "feeling" for the past couple of weeks that labor is near. My question is, is there anyway to predict how far away I am from labor or when I will start dilating more? Also how far dilated do you have to be to be admitted to hospital? Should I just wait for my water to break?
