Is my water breaking?

So I went to the bathroom a million and one times today but around midnight I went to the bathroom bc I felt pressure and the urge to pee. So I went and looked in the toliet. It looked like cloudy water with white stuff floating in it. I called the doctor and their telling me it might be pee😐what do you guys think? I put on a panty liner to see if it gets wet plus I've been running to the restroom multiple times since then but only a little pee comes out . I'm 37w6d by the way .
