Domestic violence

I'm stuck trying to help a friend out, the person she is with hits her and takes all her money so it's impossible to get her to leave without cash on her, I tried asking her to go to a shelter but they keep moving her around in the shelter and he comes looking out for her, she lives in Pensilvania I don't know how things work around there, she doesn't have any family or friends there but her stupid boyfriend and his family..
