Fetal seizures???

I sometimes feel my belly shaking for seconds like baby having a seizure, really quick kicks, like I have a cell phone vibrating. Do you feel this? Could this really be seizures? I'm 25 weeks

My dr said its nerve development and the baby's startle reflex developing.

babies don't have full control of their muscles yet, so they're most likely muscle spasms.

It's very very uncommon for a baby to have seizures in utero- and even if they did it wouldn't be actual seizures like you're probably imagining. 
It could be hiccups, the baby flailing around a lot (babies can get scared I the womb and then they'll kick and flail) or it could even be Braxton hicks (probably the most likely since you're 25 weeks). Braxton hicks aren't always painful like you hear about. They are literally meant to exercise your uterus so it can cause muscle spasms (think to if you've ever exercised so much that the muscles in your legs or arms felt like they were shaking. Or even if your legs have shaken after sex!) 
I wouldn't be worried about it, but it never hurts to ask your doctor.

I had that and I know a few others who did too but no it's not seizures it's just them testing their muscles
