Who should make the move?

Ok so I have been dateing this guy for a bit now and the most we have done is hug. And I was wondering if I should his him or if he should kiss me. I'm usually the one who has to do it in the past. But I was talking to my cuz who study's phycologi and other people stuff and he said that it IS so post to be the guy that makes the kiss move. No of fence to my boyfriend but I would like to see him make the move. What should I do?
