Complicated

So me and boyfriend have been together for 7 months . We haven't had sex yet because he is scared I'll get pregnant. He says we need to get condoms and I need to get out on birth control but he won't let me make and appt and he also won't buy condoms . We do other stuff but just not sex and I'm not sure why ? Is it me or what ?
