Low HCG Levels?

This is my second pregnancy. My first pregnancy ended in a forced and ill performed abortion in a foreign country that I do NOT want to talk about (still an incredibly painful experience) and I only mention it to provide a bit of medical background. Ever since then, September 2015, I have not had a regular cycle, ranging between 25 to 30 days, no visible EWCM, etc. I found out two days ago after two faint positive EPTs that I'm pregnant again (a huge surprise since it was doubtful I would be able to conceive again), got bloodwork to confirm, but the doctor said my HCG is "too low to tell anything", and told me to come back in a week. There is a bit of a language barrier still, but she also said I might not actually be pregnant? But if that's true then how could I have two positive pee tests? I took the results to a friend whose neighbor works in a gyno hospital, and he said the results indicated a true , albeit early, pregnancy. Has anyone else had similar experiences with low HCG levels? What was the outcome?
