Bad kids mean bad parents?

Why do a lot of people think that if someone's child (teenagers/adults) does wrong or bad, they automatically assume that they had bad parents? Yes, a teenager's brain is still growing and developing. That doesn't mean they do not know right from wrong. Everyone just wants to put a blame on the parents. The parents aren't the ones that is doing the crime or being bad.
