Do you think having a large military helps us negotiate peacefully?

I want to start by saying I think some international relationships have been greatly improved by the Obama administration (ex: Cuba). And that's Awesome! But do you think we would be on good/ok terms with all the countries we're on good terms with, if we didn't have a large military?
Do you think other countries would view us as weak if we didn't have the military we have, and therefore try to wipe us out instead of negotiate peacefully?
