No contact with baby daddy

Hey all, i have a 7 year old with a man who is no longer in the picture and doesnt want/need to be in the picture. He is not a good person, so i also dont want/need him in the picture. Now...i live outside the and my ex and daughter are both us citizens. I have full custody over my daughter by court order. Now i want to get my daughter an american passport, but the consulate requires proof that the baby daddy lives or has lived in the states for atleast 5 years. So i asked her, how i should obtain such info if we have no contact at all. So she said well school transcripts or leases for appartments. The thing is, we dont talk, he is a dick, there is no way he will just give me these things. Now my question is...how can i get proof of him living in the states without having to talk to him? Like i know of 2 appartment complexes hes lived in the last 3 years...but the guy doesnt have any steady job longer than 3 months, so cant go after those either. Btw his parents will also absolutely not comply...bit in a bind here...help?
