Advice seriously needed !!! Formula help please!!

HELP! Formula feeding moms (trying to both breast feed and formula feed) my baby drinks similac  sensitive the orange can that's what she started on that's what we have a ton of. She started on the premade kind now she is out and we started using the powder kind today. Well when making the bottle I've noticed it us SUPER foamy! Like a million bubbles and I can't get it to settle down! She had thrown it up twice now because of the bubbles. How the fuck do I get rid of the bubbles? Am I stupid? I use room temp water follow the 1 scoop per 2 oz rule.. What am I doing wrong and what can I do to make this not basically carbonated?!
