My mom didn't let me shave my legs until I was 13 lol. But seriously, I would wait. What do you need to shave for? It's gonna be terribly uncomfortable and you shouldn't have to worry about it. I didn't start shaving until I was in college and it was always super itchy the next day and I hated it. Thankfully my partner doesn't care now and I just trim. I suggest not shaving and saving yourself from the terrible itch!
