Boyfriend problems

We have only been together 2 months but I feel like he doesn't love or care about me. He has told be before that he will never love me more then weed or the water (he's a watermen). And he barely answers my text and only wants to hang out when it's convenient for him. When ever I say something he just says he's tired of my attitude or that I'm to clingy. I just don't know what to do. I still love him but I'm not happy in the relationship.
