It could be razor burn and then an ingrown hair. Sometimes when I shave I get razor burn and within a day or so it turns into an ingrown hair. But I just shave over it to open the area for the hair to come out and then shave the hair off. Probably not the best way to get ride of it though. Most say to pop the white spot and tweeze the hair out to get the follicle. But that's pretty painful on your thigh. I get it mostly inbetween my legs, probably from where my leggings are bigger and constantly touching.
