Hand sanatizer can be used if there isn't any actual "dirt" on your hands. Soap and water should be used if there is any noticeable debris on your hands and after ever 5-10 times you hand sanatize. To effectively wash your hands you need to make sure you scrub the backs of them, I between your fingers, up your wrists, and under your finger nails. So many people just wash their palms and that's just not good enough.
