Would you say it's time to move on?

I think I made myself appear to be too available 😕 & now the guy I'm talking to isnt reaching out as much. We established a relationship that seemed to be going in the right direction, everything felt mutual but now I'm starting to think he gave me false hope and just told me things I wanted to hear since his actions aren't following through.. Over the weekend I was off from work and wanted to make plans to see him. He seemed willing, even said he would keep me posted. I haven't heard from him since Friday. It's like we're playing a game of cat & mouse because we spoke earlier in the day then the whole day passed & he texted me at night but I didn't respond. I wasn't going to respond after he left me hanging for more than 10 hours plus he sent me "😘😘" I just didn't know what to say but anyway 3 days have passed and I still haven't heard from him. I don't want to text him first bc I feel like I initiated the whole thing... Should I leave it alone the way I've been doing?
