Is it me or the toy!?

The other day I bought a bullet vibrator and idk if it's just that my clit isn't sensitive enough or the vibrator isnt strong enough but I swear it does nothing for me. I don't feel any pleasure from it and it bums me out. ☹️ Has anyone else had this issue? Could it just be that I'm not sensitive enough down there or am I just doing it wrong? I just turn it on and hold it to my clit but I don't feel a thing. Maybe there are some tips to make it better? Help !!!
