*Last time I post this I know now how to phrase it* to buy or not buy a stick

A man puts hand up girl's pants leg to finger her and also down waist band of jeans to finger her. He may have had pre-ejaculation on fingers when he went up/down pants. He went pee ALOT between last ejaculation and this event. Girl may have been in fertile/ovulation period. It was 13 days before new cycle (cycle day 16 out of 28) My question is: should the girl worry about becoming pregnant or did the pre-ejaculation run off when he went u/down pants or/and went pee between ejaculation and this event.
