hair curly in front, straight in back

My hair is super curly in the front, then in the back, it fades to poofy straight/loosely waved hair with curls underneath. I can't get it to curl by scrunching or curl defining products. My hair is type IV or 3a/2c and then is around 2a in the back. Any tips to get it curly would be appreciated!
