7 months old and VERY congested

My nugget has been noticeably more congested than other babies, since birth, but it's gotten really intense in the last month. He got a cold, but the cold is gone now, and the congestion is still there. It's a little less intense than when he was sick, but he's got a snotty nose all the time and snores, and you can hear that his chest is phlegmy when he breathes, often. Any suggestions? Anybody dealing with the same thing?
