What does she mean?

Hey everyone. This is my little man, Oliver. He is 9 days old and just before he turned one week got hospitalized overnight due to high intermediate risk jaundice. When we were let out we were told to bring him back if he looks yellow again, if his feeding and diapers became not normal, if he's hard to wake up and if he acts drunk. I was just wandering what she means by if he acts drunk? I always thought newborns seemed like miniature drunk people anyways lol
