Being induced at 39 weeks

So I'm 39 weeks today and have had prodomal labor for the past two weeks. I live in south Florida where hurricane Mathew will impact and have have had extra pain and contractions today. As of yesterday I was 1 cm and 60% effaced. I was thinking about going to the hospital tomorrow if it keeps getting worse. My question is if I'm still not progressing past 1 cm after a few hours do you guys think they will send me home or possible try to induce me since I'm 39 weeks. My concern with being sent home is it would most likely be when the storms are getting bad here and don't wanna drive home in that weather just to possible have to go back if something progresses. Any advice?
